Chairman of the Executive Board: Cpl. Paul Montag, PA State Police (retired) History The Western Pennsylvania Negotiators Association started out as a loosely knit organization of negotiators in the western Pennsylvania area. The FBI and city of Pittsburgh hosted a training seminar at the VA Hospital in 1999. There were a roomful of hostage/crisis negotiators and law enforcement officers interested in learning about the field. It occurred to members present that it might be useful to get together and exchange information on recent cases and coordinate training. The group has been meeting for 5 years now, but there have been lulls in interest and attendance at meetings. In 2003, the FBI and Pittsburgh co-hosted another training session and it was discovered that interest was renewed in formalizing the organization. A large influx of corrections officers and related practitioners boosted our attendance numbers significantly. We have incorporated and received tax ID status in early 2004. At the February meeting a resolution was passed to identify ourselves as The Western Pennsylvania Negotiators Association (WPNA), a logo was designed and our address was posted as:
WPNA Our website was designed and launched in April 2004. Our officers were nominated and elected to office, taking positions at the April 2004 meeting. Our by-laws were passed at the April meeting and our dues were set at $20 with over 70 charter members comprised of Federal, State, County, City and Municipal Law enforcement, as well as Corrections Officers, Mental Health Professionals and other professionals trained and/or active in Crisis Negotiation.
